The basis of promotion in the competitive examination
will be done on the basis of selection from among the candidates who pass the examination conducted by the Public Service Commission while promoting through the internal competitive examination according to rule 87.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
